Omar Arroyo is a dedicated public servant, business owner, and community leader committed to strengthening Polk County and improving the quality of life for its residents. He served the City of Haines City as Commissioner, Vice Mayor, and Mayor, becoming the city’s first Hispanic elected official and later its first Hispanic mayor. Throughout his time in office, Omar has strongly advocated for responsible growth, infrastructure investment, and expanding opportunities for families and small businesses.
Omar is a devoted husband and father of three, and has been married to his wife for over 20 years. His commitment to family and community continues to guide his work in public service.
Omar moved to Haines City in 2001 from Austin, Texas, after beginning his career in residential framing at a young age. What started as a temporary opportunity quickly became home. Through hard work and determination, he built a highly successful construction company in Central Florida and became a Florida-certified building contractor. His firsthand experience in the construction and housing industry gives him a deep understanding of the challenges tied to rapid population growth, workforce needs, and economic development.
With more than two decades of experience in business and construction, Omar brings a practical, results-driven approach to leadership. He understands what it takes to create jobs, manage budgets, and deliver results, applying those same principles to public service.
Omar’s commitment to the community extends far beyond elected office. He serves as Chair of the Board at Poinciana/HCA Hospital and is actively involved as a board member of the American Heart Association and United Way of Central Florida. He also served on the Board of Directors for the Polk County Builders Association and the Polk County Transportation Planning Organization (TPO), participating in regional transportation, water, and healthcare-related efforts, including work with Central Florida Healthcare.
Omar also serves on multiple committees with the Florida League of Cities, including Finance and Taxation, Transportation and Intergovernmental Relations, and Intergovernmental Relations, Mobility, and Emergency Management. Through this work, he has contributed to statewide policy discussions impacting municipalities across Florida.
Beyond his professional and governmental roles, Omar has demonstrated a strong commitment to empowering others. He is the Co-Founder of the Hispanic Empowerment Foundation, a nonprofit organization dedicated to supporting underserved students through scholarships, including those pursuing trade and vocational careers. Through this work, he has helped raise funds and create opportunities for young people to build successful futures.
Omar is also the Co-Founder of the Polk County Republican Latin Club, where he has helped promote civic engagement, leadership, and community involvement, encouraging greater participation in the democratic process.
In recognition of his leadership and advocacy, Omar received the Home Rule Hero Award from the Florida League of Cities. He has also received international recognition for his public service, leadership, and impact in the community.
A strong believer in giving back, Omar has been actively involved in mentoring youth, supporting local schools, encouraging alternative career pathways, and advocating for families. He is especially passionate about supporting families with special needs, inspired by his own experience as a father of a child with autism.
